Second only to the moral issues, hard torture doesn't work all that well. Most of the time the victims tell you what they think you want to hear just to make it stop. In that time you never find out whether they know anything valid or if they are hardend enought just to take and send you off the trail. There's plenty of public information out there attesting to which methods get us what we're really looking for. Even the Bush folks are beginning figure that out but recent legislation affording detainees access to courts had the possible implication that there could be trouble down the road for those guys. I hope W thanks his lapdog congress bailing his ass out as hopefully one of the last things they get done before they lose the majority.
